ITIS Holding announces that its companies VITRONIC and SkyToll have successfully delivered essential components required for the launch of the truck toll enforcement system in the Netherlands. The project, commissioned by RDW, the Netherlands Vehicle Authority, represents the first large-scale implementation delivered in close cooperation between VITRONIC and SkyToll since VITRONIC became part of ITIS Holding in 2024.

The project supports the launch of the new Dutch truck toll on 1 July 2026. From that date, trucks operating in the Netherlands must use a functioning on-board unit, and compliance will be checked through an enforcement and observation system. The solution delivered by VITRONIC and SkyToll helps RDW verify that passing trucks are equipped with operational and correctly configured OBUs.

VITRONIC, as the contract holder, supplied and installed the observation systems, software and core data collection components for the Dutch truck toll enforcement scheme. The solution includes automatic licence plate recognition cameras, DSRC antennas to read OBU settings, and image recognition software for truck identification and classification.

SkyToll, acting as a subcontractor to VITRONIC, was responsible for the configuration and delivery of key back-office components, the setup and operation of the required data centre and data communications, and the provision of defined services during both implementation and operations. SkyToll will also operate the movable observation systems after the launch of the Dutch truck toll. To support its long-term role in the Netherlands, SkyToll has established a dedicated local entity, SkyToll B.V., based in Amsterdam.

Information for carriers

The Dutch truck toll starts on 1 July 2026. From that date, owners of trucks in categories N2 and N3 with a maximum authorised mass exceeding 3,500 kg will pay per kilometre driven on almost all Dutch motorways and on selected provincial and municipal roads. Every truck must be equipped with a functioning on-board unit that can be used in the Netherlands. The Eurovignette for the Netherlands will end on 1 July 2026.
